The U.S. government has been investigating a broad range of weapons that stun, scare or otherwise disable terrorists, criminals or out-of-control demonstrators without applying lethal force. They're known as non-lethal weapons. We'll weigh the risks and benefits of these new technologies. Nick Nicholas is a physicist by training, and the lead scientist at the Institute for Non-Lethal Defense Technologies at Penn State.
